2014 Escape Low beams on when switch is off and high beams don't come on.

I have The issue I am having is that the low beams come on when the car is turned on and the light switch is in the off position. I have the dash mounted manual switch. Thus no fog lights and no auto dimming. Also the high beams no longer come on when using the high beam switch. I have looked for codes and the OBDI is not throwing any codes. I was told by a Ford Mechanic that it should be if the switch is bad, however I am not sure if he was just blowing smoke so to speak. I went in the engine fuse box and replace F39 which is the fuse for the Headlight switch. Same result. I then pulled the fuse entirely and still same result the low beams stayed on when the car was on. I replaced the good fuse and removed the light switch. Same results that the low beams stays on when the car was on. I also checked the passenger side fuse for the highbeams and that was ok. I know that if there is a fault with the switch the BCM (Body Control Module) will default to turning on the low beams when it does not know where the switch is. I also tried replacing the switch with a similar switch from my neighbors Escape (although the switch for his had the fog lights and auto dimming so not sure if that would cause the same issue) And nothing changed.

My question is, could there be an issue with the HCM (Headlamp control Module) Would that cause this type of issue? The dealer now wants me to bring it in and them spend hours troubleshooting the wiring but I am not sure that would do anything as there seems to be a fault being read by the BCM as it does not change even when I remove the fuse or the switch itself. Also is there a way to test the Headlight switch without having to spend $126 for a new switch which the dealer will not take back as it is an electrical part?

Thanks in advance for any help you might be able to provide.

Have you tried replacing the high beam bulbs yet or at least checked to see if power is getting to the headlight or not?

No power to high bulbs but they work. I put them in my friends Escape.
There's no HCM in this year.
Your possibilities are:
1) Bad headlamp switch
2) Check the BMS sensor and/or pigtail. The headlamp function is logic driven via the BCM and if the LIN bus isn't working right all kinds of strange things happen.

Thank you. I was thinking it was the switch and I had tried a similar switch (I have the manual switch but all I could get my hands on was the switch with Auto dimming and fog lamp controls as well) It did not work but I assumed it was due to the wrong signal from the switch. I also did not get any codes when I checked them so I assume the BCM and HCM were talking and not dead as that should throw a code from what I have been told. I have not checked the BMS sensor/pigtail. Not sure where it is but I will take a peek. I was just trying to pin this down before I purchased the switch as they are around $150 and not able to return them if it is not the bad part. They got you coming and going.
The BMS sensor is part of the negative battery cable, it's located on the post side.

Thank you. I will check it today
Have you tried turning on the switch to see if the high beams work? I know that is a silly question, but my '13 has the low voltage, low beam DLR's. Meaning that my headlights come on when I start my Escape. The high beams only work after I physically turn on the switch. Same goes for the tail lights.
I had the same concerns about the headlights when I bought the vehicle, but was informed certain fleet vehicles and rental companies ordered them with this function turned on. And they are controlled by the BCM.

Why do I have DRL's?

Thanks Yes I have tried that. They used to work correctly but something happened in the system that caused the high beams to not turn on at all and the low beams to act like DRL. I have been told that it is a missed signal to the BCM that causes that behaviour.

Thanks!
