Is there an external relay in the engine bay fuse box for the electric power steering- or a fuse? Try swapping them and make sure the electrical contacts are clean. You definitely want a healthy battery too. Check the battery terminals/ BMS sensor (as mentioned) for corrosion.

Is there a mega fuse I should take a look at?
Yes, Mega Fuse 1 80A - it appears to be solely for the PSCM. It's the on the end next to the larger physical size 150A fuse.

What was the condition of the BMS sensor (and the two wires running to it) on the negative terminal. That's tied into the data bus.

I wouldn't follow those instructions:
2006 Escape/Mariner/Escape Hybrid/Mariner Hybrid
;)

Did you check that mega fuse? You would have disturbed it doing the battery swap and they're known to crack/ become intermittent and have the fasteners come loose.

They've got smart alternators fitted so don't expect it to be charging a nearly full battery. ForScan will give detailed charging info- check with that first.
