Ok, BdyCM is present but there are no speed limiting features in this module.

I activate Intelligent speed assistance in APIM and in IPC.

There are no errors, but it is impossible to select intelligent limiter in SYNC menu only manual limiter.

Oh. There is a mistake in my post. This should be PCM, not BCM. Thanks, and sorry for this. I will fix the post entries in a moment.
 
APIM:
Adjustable Speed Limiter Device: Enabled
Intelligent Speed Assistance: Enabled

After reading, they have done this before and they have the SYNC menu but they say that is imposssible to activate the intelligent mode.

IPC:
Adjustable Speed Limiter: Enabled
Intelligent Speed Assistance: Enabled = ISA

PCM:
Speed Limiting Features: With ASL, With ISA = 7E0-163-02 xx3x-xxxx-xxxx (probably to have the possibility to activate the intelligent mode)

In fact, it is probably that you say, only one change, i will test.

PCM module initialization : Dangerous to edit (i don't known)
PCM Module configuration : Nothing inside (probably no transcription)
PCM Module configuration (AS BUILT format) : Hexa but not the good address (7E0-163-02 )
PCM Vehicle ID block configuration : It is the good choice.

You need to put ignition OFF to read this block (forscan say that)

Module initialization/relearn is needed when you replace the PCM.
In 2020 I do not have "PCM Vehicle ID block initialization", and I made changes with "PCM Module Configuration". I guess this is different for 2023 Kuga, then. Thanks for the screenshots other will have reference.

I think is better to modify in easy mode. It is difficult to change these values in hex mode. 4 bytes are changed, not one.

Last two characters are checksum, so in fact there are two changes (2->3 and 4->3).
All I can say is that I use ASL a lot (where you set the limit), and I did not have than in Escape before (but I had it in my previous car).
I find ISA (where the limit is set automatically) usable in places that you don't know, limits change frequently, and you wouldn't want to risk being stopped by the police for speeding. For me it was the Saint-Tropez area during my holiday, this allowed me to focus on other aspects of the surroundings :)
 
Unfortunately no. Settings I did were for Escape, maybe Kuga is different.
If you set "Display Speed Limit" to Enabled in APIM, do you see the signs on the Sync3 map?
 
I tried to change this setting ("Display Speed Limit" in APIM). This removes the GPS signs in the central screen but they do not appear on the dashboard.

I put also the setting ("Distance Alert" = disable) back to the original in IPMA, because you need to have the front radar for this setting.

If I put the full original configuration back the GPS signs are displayed on the dashboard, but below the two display circles provided for the TSR.

In optimal TSR configuration (100% functional) the GPS signs should be displayed in one of these two circles.

This may be a bug, on my car model or a forscan error in "easy mode"
 
Since I have Escape 2020, I applied changes from this post to have the TSR.
Probably not all changes are available in the Easy Mode. After updating my APIM, for example, the software (FDRS) flashed "default" settings. I applied Easy Mode changes and TSR was not working properly, so I had to use the "asbuilt" mode to reapply these changes:

APIM:
7D0-01-02 XX6X-XXXX-XX (4 For Hybrid)
7D0-02-02 XBXX-XXXX-XX (A for vehicles without Flank guard sensors)
7D0-09-02 XXXE-XFXX-XD

You can see how these are set in your current "asbuilt" mode, save your current configuration. Then do these changes, restart APIM (long press of power and the "seek right" button), and check if this helps for the TSR.
