As of this post date there is no "Official" online Ford Owner update procedure or download from Ford for SYNC2 update 3.10 - Dealer Install is the only "Official" option.
SYNC2 ver 3.10 update is installed by at least some dealers free of charge (some may require a 'SYNC-related trouble report' to do it free; some may charge a nominal fee - it's a dealer choice thing for some reason, you'll just have to ask what your dealer offers if you want the update).

WHY DIY instead of Dealer Install?
1. I have a DIY modified APIM/ACM system:
Some dealers may refuse to update an owner-modified APIM (aka 'SYNC Module').
Dealer procedure for 3.10 upgrade calls for restoration of APIM (and maybe ACM) to "As-Built" configuration which wipes-out all of the above mods.
2. The DIY approach allows one to modify the install files and eliminate references to the no longer supported Vehicle Health Report on the MFT menu if you prefer that (your MFT will simply no longer have on-screen 'buttons / options' for running VHR).

Yes, there are other sources/threads on the interweb. My successful experience reported here is based solely on using the file and guidance in ^that linked thread - I can't vouch for any other methods or file sources.
SUCCESS proven for me
The install went perfectly, took about ~20 minutes, all my prior mods were unaffected (remain intact and fully functional), here's my screen shots after the DIY update (not pictured but my NAV Software License did not change as a result of this update):
WHAT ABOUT future updates?
This update procedure does not report back to Ford; as far as Ford / Ford Owner website is concerned your car will still have the last confirmed update you installed (v3.8 in my case). Presumably (that means MY guess) IF Ford ever comes-up with another Owner-installable update for SYNC2, we'll still get notice of that via Ford Owner website. I'm not holding my breath for that, IMHO we've seen the last of Owner Updates for the now 'obsolete' SYNC2 systems.
Since this install went exactly as it was supposed to go and is reported on MFT Systems Information correctly, IMHO there's no reason to expect any problem with installing a future update beyond 3.10 IF/when it becomes available.

- Hazard switch illuminates on Focus / Escape with ignition off and park lamps on
- Next Track / Previous Track controls from SYNC touchscreen
- SYNC Maintaining Repeat / Shuffle settings that were set on the device side
- Compatibility updates for the latest phone and media devices

- 'Bootleg' NAV enable
- Sirius delete (I don't use it - don't want it on my MFT menu)
- Non-OEM Sony ACM in my non-Sony SE
- APIM & ACM reprogrammed to enable HD Radio, reprogrammed for no EQ, no TA, low-level output to aftermarket DSP, etc, etc
